21th CEI International Summer School


Managing Diversities in Democracy: Minorities, Territories, Self- Determination

The Istituto per l’Europa Centro-Orientale e Balcanica (IECOB) is glad to announce the 21th CEI International Summer School ”Managing Diversities in Democracy: Minorities, Territories, Self- Determination”, organized in cooperation with the European Regional Master’s Degree in Democracy and Human Rights in South East Europe (ERMA) and sponsored by the Central European Initiative (CEI). The summer school will take place at the premises of the University of Bologna’s residential center in Santa Sofia (Forlì) from the 1st to the 13th of September.

Description Activities

The 21st CEI International Summer School has been designed to address and discuss the challenges faced by the European and Nation-State governance in relation to Enlargement and Integration policies and the role played by the attractiveness of Self-Determination, territoriality/non territoriality, Multi-Ethnic societies in contexts culturally encompassed in the democratic framework and aimed to reinforce social and cultural inclusion by carrying out diversity management strategies. The school will also focus on the new conceptualizations (such as métissages, cultural nomadism, interculturality, diversity management and deliberation) and existing legal, social and cultural instruments for the protection of minorities in the broader sense. The CEI instrument for the Protection of Minority Rights is a crucial reference in this regard, and its content will be scrutinized during School sessions, by stimulating an exchange of ideas between generations, between youngsters and experts. We expect to outline potential new actions against discriminations of diversities and in support of reconciliation, in the perspective of a common European citizenship within the framework of the European Enlargement policies and in relation to the recent political crisis in Ukraine (but potentially also in other European contexts).


Three pillars have been identified as School focus: (1) the relations between Minorities, Territorial integrity and inviolability, Self-determination rights; (2) the role of kin-states and their minorities in the process of reconciliation and memory reconstruction; (3) the challenges to democracy stemming from diversities, their management, and in relation to the consolidation of a common European citizenship. The program will be reinforced by involving participants from other organizations (i.e. EU, Council of Europe and OSCE) active in the field of minority protection in Europe.


The School will provide frontal lessons, class discussions, collective presentations and round tables with a strong interdisciplinary approach. Simulations will be carried out on Innovation and Creativity in Problem Solving, Developing a Multi-Cultural Mindset and Deliberative democracy – developing tools for a new approach to governance and decision making.
